Closure and Open on Terror Cells

Ironically, on the day after
the four 2005 London bombers were sentenced to life in prison
, a report by the National Intelligence Estimates found that al-Qaeda is still very capable of a serious attack upon the United States. This one day turnover, closure on a heinous attack, and then a stark and gloomy report from a compilation of intelligence agencies in the United States such as the CIA and Department of Homeland Security remind us of this persistent threat. There appears to be no end, or means to an end in rooting out terror cells.

Contemporary public safety must continually remain vigilant and maintain pressure on these terror cells, and this must be done on an international scale. A breakdown in one country or region leaves the rest of the world very vulnerable. This is a very unusual historical period for local public safety agencies in that an international threat shows no sign of abatement.
