			<content:encoded><![CDATA[<p>According to The <a href="http://www.ncjrs.gov/stalkingawareness/">National Criminal Justice Reference Center</a>, January 2010 has been designated as the seventh observance of Stalking Awareness month. Stalking is often not recognized for its seriousness and potentiality. The NCJRC site also highlights; an NIJ Report, <a href="http://www.ncjrs.gov/pdffiles/169592.pdf">Stalking in America: Findings From the National Violence Against Women Survey</a>, a Bureau of Justice Statistics report entitled <a href="http://bjs.ojp.usdoj.gov/index.cfm?ty=pbdetail&amp;iid=1211">Stalking Victimization in the United States</a> and a report with a state by state analysis of stalking and justice response entitled <a href="http://www.ncjrs.gov/pdffiles1/nij/grants/228354.pdf">A Statewide Study of Stalking and Its Criminal Justice Response.</a></p>
<p>During my thirty years in the field, I have seen great strides within the law enforcement community, especially in terms of domestic violence intervention, community collaboratives, stalking awareness sessions, safety checklists, interstate reciprocity and dedicated teams. Yet I think that there are still opportunities to further strengthen, coordinate and integrate various local and state laws and practices so that the system further protects everyone and holds those who violate the law accountable. </p>

			<content:encoded><![CDATA[<p>I was quite honored to have had the opportunity to meet General Colin Powell after he delivered a dynamic and inspiring keynote speech at Capella&#8217;s Virginia colloquium earlier this month. </p>
<p>While the General spoke of his vast and varied experiences in leadership, government and public service, I was particularly moved to personally witness the great care and compassion that the General has for our soldiers &#8211; especially for those who gave the ultimate sacrifice for our country. The General was discussing some of his philanthropic work focused on the Viet-Nam Memorial and the passion, dedication and commitment that he felt for those lost was clearly visible. The General is working to help preserve the thousands of personal items left by families at the Memorial in honor of their loved ones. He wants to make sure that those soldiers are never forgotten.</p>
<p>For me, and I am sure for many Americans, General Powell epitomizes leadership and distinction.</p>

			<content:encoded><![CDATA[<p>Last month at the National Conference Center in Lansdowne, VA, Capella University was honored to offer learners and faculty an overview of the Fulbright Program. This session was presented by the Council for International Exchange of Scholars (CIES) during one of our doctoral colloquia. </p>
<p>The Fulbright Program is one of the world’s most recognized and prestigious award programs serving over 100 countries.  The program is sponsored by the United States Department of State, administered by CIES and promotes learning, leadership and cultural understanding between nations.  It is intended for scholars, students and professionals interested in research, teaching or advanced study in a particular country and/or field. <span id="more-47"></span></p>
<p>I am proud to have had the wonderful privilege to have been awarded a Fulbright Fellowship in Professional Police Studies where I traveled to the United Kingdom. During my research and travels I was able to work with the London Metropolitan Police and study at the International Centre for Police Studies at the University of Exeter. Observations and training with the national police in the Netherlands, Ireland, Belgium, France and Spain were integral parts of my fellowship. </p>
<p>There are a very small number of veteran police professionals who have experienced world travel as part of the Fulbright Program and one of those is Dr. Pascarella.  As I was writing this blog note I asked Dr. Joe Pascarella to share a few comments about his Fulbright experience in Finland and he provided these comments:</p>
<p>&#8220;My experience in Finland as a Fulbright Scholar was one of the best experiences for both myself and my family.  We truly enjoyed the immersion into another culture, which included my daughter attending a public school in Finland.  My duties there consisted of instructing two courses to graduate students at the National Police College of Finland, conducting research, and I also had the pleasure of lecturing at a local high school and visited and lectured the Police Academy in Turku, Finland several times.  I will never forget the interaction with the students (mostly midlevel and ranking police officers of the Finnish National Police, or &#8220;Suomeski Poliisi&#8221;) and faculty members and the exchange of ideas.  I will also never forget the dedication, professionalism, and integrity of the Finnish police officers.&#8221; </p>
<p>I also wouldn’t trade my experiences as a Fulbright Fellow and encourage anyone interested to investigate the breath of programs available in a variety of disciplines and countries.
